How does the government actually function? More important than specific plans,
planning process refers to the steps that have to be taken to create a plan, and turn that plan into law. It also refers to the administrative steps that people have to go through to comply with said plans. Iran's planning process is not well integrated with the population. It's not user friendly. Here we explore the reasons why, and seek areas for improvement.
