Language skills are another very useful planning tool. As a native English speaker, I am handicapped in my work in Iran. It's hard to be understood and to understand.

Likewise, native Persian speakers who have difficulty with English are unable to access the wealth of information available to them and are working with a poverty of material.

Other language skills are also needed. (Dialects, other languages in use in the country, business negotiations with people from Asia, etc.)
