This website is organized around "elements," or subject categories and the issues embodied by them. In this, it is inspired by the California General Plan guidelines, which present the general plan as a collection of seven required elements with additional optional elements as desired. The seven required elements are: Land use, circulation, housing, conservation, open space, safety, noise.
