Here is a draft vision statement for a hypothetical good government. It is cobbled together from other vision statements out there:

Summary Statement

This Province is committed to excellence, innovation, professionalism and service, combined with sound fiscal management, to ensure its prominence in the 15th Century : ) Our excellence is defined along the following parameters:

Expertise
We have, and continue to develop our expertise in the management of public services, transport (traffic, congestion, airports, public transport), utilities (electricity, water, gas, telephone, garbage disposal), mail, communications.

Customer Service
We provide efficient, effective, responsive, quality services to all customers internal and external.

Employee Excellence
We recruit, train and retain a superior workforce motivated by challenging assignments, responsibility, accountability, and career opportunities in an atmosphere of inclusion, unity, and collaboration.

Safety
We are committed to a safe workplace, safe work practices and a workforce prepared, equipped, and trained to respond to any challenge or emergency with minimum risk.

Enhancing Communities
We enhance the quality of life in our communities through proactive compliance with environmental regulations, minimizing the negative impact of our operations, greening our infrastructure, allowing passive and active recreation where feasible, and reducing blight on public and private property.

Fiscal
We are committed to the efficient, effective, and fully accountable use of all financial resources and to aggressively pursue and secure new and reliable funding.

Infrastructure
We develop, operate and maintain an effective, safe, and sustainable infrastructure that meets the needs of our customers and improves the quality of life in our communities.

Innovation
We pursue and foster best practices and institutions in all areas of our operations. We continually improve by being innovative and encourage experimentation and use of technology.

Ethical
We govern with integrity and transparency and implement reforms that improve the transparency, accountability, fairness and inclusiveness of government agencies, boards and commissions and that minimize “rent-seeking” behavior.

Political & social environment
We have a stable political and social environment, both internally (inter-governmental cooperation on issues, transition of office, consistency in operations, trustworthy authorities) and externally (cooperation with other provinces, jurisdictions and countries, ease of entry and exit into our province, friendly business and travel climate).
