For planners interested in educational facilities, the NCEF website is an excellent resource.

Created in 1997 by the U.S. Department of Education, the National Clearinghouse for Educational Facilities (NCEF) provides information on planning, designing, funding, building, improving, and maintaining safe, healthy, high performance schools.

Need to expand this entry with info on the state of educational facilities in Iran.

it seems you have not lived in Shiraz.
what a tedious way to leave a comment here, when a passing visitor with a dialup connection comes here and decides to leave a comment, the regiteration will be a draw back.
anyway, sorrily the important factors which govern the construction of educational facilities have not anything to do with what you mentioned. (lets ingnore performance and quality, just fullfill the contracted job)
