Engineering issues cannot be isolated from larger context:
Historic Preservation Strategies need to be clarified so that guidelines can be developed.
Inhabitants’ Needs need to be understood and responded to.
City and Regional Context: Coordinating cooperation & other issues (esp: Low Cost Housing)
Fiscal issues: Who pays, who benefits? Externality, Free Rider & Rent-seeking problems.
Community Design: Opportunity for coordination. Charette, Form Based Design.
Process: turning the above questions into something actionable & implementable
